Cecil was born on December 22, 1939 and passed away on Tuesday, July 10, 2018. Cecil was a resident of Andalusia, Illinois at the time of passing. He graduated from Reynolds High School, Class of 1958. Following high school, he served in the U.S. Air Force. Services will be 11:00 a.m. Tuesday, July 17th, at Wheelan-Pressly Funeral Home and Crematory, 201 E. 4th Ave., Milan, with visitation two hours prior to services. Burial, with military honors presented by Milan American Legion, Post 569, will be at the National Cemetery, Rock Island Arsenal. Visitation at the Wheelan-Pressly Funeral Home & Crematory from 9:00 AM to 11:00 AM on July 17, 2018. Memorials may be made to Andalusia Ambulance Service or Quad City Animal Welfare Center, Milan.
