Howard E. Wells June 15, 1929-January 10, 2017 Howard E. Wells passed away peacefully surrounded by family on Tuesday, January 10th 2017 at the age of 87. He was born at home in Modesto, California on Virginia Avenue on June 15th, 1929 to Henry Angus and Mary Elizabeth Wells. He attended Modesto City Schools and graduated from Modesto High School in 1947.  He enlisted in the United States Navy. He then went to Hospital Corps School in San Diego, Ca. and became a Navy Medic on a destroyer during the Korean War.  He was stationed in Oakland, California where he met his future wife, Janice Spencer of Michigan.  After a short romance they got married.  He was transferred by the Navy to the East Coast.  After serving 4 years in the navy, Howard moved back to his home town of Modesto, Ca. He attended Modesto Junior College graduating with an Associates Degree in Business Administration. He then went to work for the City of Modesto, where he began his career in the waste water management department.  He then worked his way up in the ranks becoming the plant manager for the Oakdale waste water treatment plant.  After accepting a position offered by the City of Turlock he became the Director of Water Resources in 1972.  He worked there until he retired at the age of 61 in 1990.  During his busy work schedule he found time to continue his education acquiring a degree in Public Administration from The University of San Francisco.  During his retirement Howard and Jan were able to travel to the Caribbean, Hawaii, Canada and Europe.  He loved to drive and took his family on many road trips, including visiting many cities across the United States.   Howard and Janice had four children, Jerry E. Wells, Thomas A. Wells, and Nancy A. Cash.  He was preceded in death by his wife Janice, his son Jerry and his Grandson Justin.  He is survived by Thomas, William, and Nancy and three Grandchildren, Jennifter Virrey, Amanda Grivette, and Brandon Wells.  A graveside service will be held on Wednesday, January 18th 2017 at Lakewood Memorial Park at 1pm. In lieu of flowers, donations may be made to the American Cancer Society or Community Hospice.
