James Preston Mills
Feb. 13, 1941 - Oct. 7, 2016 James Preston Mills, husband, father, and educator, passed away peacefully Friday morning, Oct. 7, at our home, after a valiant struggle to overcome cancer. He is survived by his wife, Carol; son, Mark Mills; stepson, Kris Palagi, and his brother, Terry Mills. We would like Jim to be remembered for his endeavors that improved lives in our local community and in the educational arena. Jim's leadership as president of our County District Water Board brought the agency into fiscal solvency during his service. He retired in 2002 with 30 years of teaching and administration at Solano Community College. As Dean of the Math-Science Department, he was instrumental in developing and starting the college's Biotechnology program. This program was the flagship for many other colleges along the West Coast and across the nation. We will remember Jim for the things he loved and was most famous for: quick wit, puns, tools, fishing and snow skiing. In my heart, I can only feel that Jim is now on a glorious fly fishing trip. Upon his retirement his colleagues in biology established the Jim Mills Scholarship. If you feel so inclined, a donation to that scholarship would be a fitting tribute.
