Frances Page Saltman March 9, 1921 - October 6, 2016 Raleigh Frances Page Saltman, 95, passed away quietly in Mayview Rest Home in Raleigh on Thursday, October 6, 2016. She was born in rural Jones County on March 9, 1921, the second of nine children born to her parents, Nancy Ann Pike and Willie E. Page. Fran is survived by her brother, Willie E. Page, Jr. of Raleigh; two sisters, Evelyn Page Foster of Wilmington and Brenda Page Whitehurst of Greer, SC; and by fourteen nieces and nephews. She was preceded in death by her husband, Samuel Saltman, four siblings and two nephews. Fran graduated from Trenton High School in 1938 and then enrolled in Louisburg College before returning to Trenton. She found clerical work in a construction firm at Camp Lejeune and transferred to the Rural Electrical Association (REA) during World War II. When REA expanded to include rural telephone cooperatives, Fran became a loans examiner and eventually loans reviewer, a position she held until her retirement at age 55 in 1976. Fran moved to Washington, DC in 1946 after WWII ended. There she met Samuel Saltman, who had recently returned to REA after serving three years as an enlisted man in the US Army Air Transport Division. Sam was graduate of Yale University and Yale Law School, but as the son of Russian Jewish immigrants, he had joined REA in 1937. Despite their different backgrounds, he and Frances soon recognized that in REA they shared a common commitment to public service in pursuit of the well-being for all Americans. After their marriage, Frances and Sam continued to work long hard hours in REA. They lived quietly in their home in DC until they moved to Raleigh in 1988. Fran's body was taken to the Crematorium for the Carolinas in Raleigh. Her ashes will be taken to Arlington National Cemetery and placed in the Columbarium beside those of her husband Sam. Arrangements are being handled by her brother, Willie E. Page, Jr. At present, there are no plans for a private family gathering. Instead of flowers, contributions in Fran's name may be sent to any nonprofit organization.
